Su creación fue necesaria debido a la crisis de legitimidad constitucional en México, entre las constituciones de 1857 y 1917. Se busca dar cumplimiento a los artículos 9, 31-I, 39 y 128 de la Constitución de 1857, lo que hace jurídicamente posible instalar una reunión o asamblea constituyente. La misión es recobrar la libertad del pueblo, restablecer el orden constitucional de la República, enjuiciar a los responsables y cambiar la forma de gobierno.
